Dr. Shanks it the local history buff. Most people think he's weird, but harmless. He has a theory that the newly arriving sea creatures used to be confined to the depths of the deep sea, but have come to the surface because of the rising arcane presence here, which he's been tracking. He fears these sea creatures may have even been driven from the deeps by something even worse.
